Safely Access The Rail Corridor  (SARC)

This course has been designed for workers who are required to regularly access the rail corridor as part of their role.  It is designed to give learners the skills and knowledge required to safely enter and navigate around the rail corridor and danger zone with the permission of the access provider, in accordance with legislative and regulatory requirements. It includes following the policies, procedures and protocols of the access provider for situational awareness and rail safety, and to operate under local track protection rules in accordance with safe working and regulatory requirements and workplace procedures, including accessing and interpreting information about track protection requirements, carrying out assigned protection and/or work activities, and responding appropriately to safety incidents and abnormal situations within the limits of personal responsibility.

Course Overview

This course will develop the participants’ skills and knowledge to:

  • Demonstrate how to safely access and work in the rail corridor.
  • Recognise the Danger Zone.
  • Identify and access a Safe Place.
  • Identify the direction of approaching traffic.
  • Apply minimum sighting distances.
  • Maintain situational awareness to identify potential risks.
  • Identify and explain the use of communication tools when working in the rail environment.
  • Identify electrical safety hazards, risks and controls used in the rail corridor
  • Identify and report unsafe situations within the rail environment.
  • Undertake work activities under local track protection rules in accordance with safeworking rules, procedures and regulatory requirements

The Queensland Rail Certificate of Achievement (QR3.2) is valid for three years. Once the Certificate is due to expire, students will be required to return to the classroom for recertification.

 If recertification is not completed prior to expiry date participants will be required to complete full time program.

There are no performance or knowledge-based pre-requisites or other entry requirements for the program. In addition, no licensing, legislative or certification requirements apply to this qualification.

  • Read and understand work safety signs and symbols
  • Read and understand workplace policies and procedures
  • Communicate identified hazards

Gap training

Students who have already completed the TLIF2080 through another program can get recognised for their previous education and will receive a credit transfer. Students who meet this requirement may undertake the gap training for the SARC Program through either classroom or online methods.

TLIF2010  - Apply Fatigue Management Strategies

This course covers the skills and knowledge required to apply fatigue management strategies within the rail industry. Work is undertaken in compliance with relevant legislation, regulations, codes and guidelines.

It includes identifying and acting on signs of fatigue and implementing appropriate strategies to minimise fatigue during work activities, in particular when operating equipment, trains, vehicles, load shifting equipment and marine vessels.

Apply Fatigue Management Strategies is a requirement for rail labourers working on the Queensland Rail network.

CPCCWHS1001 - Prepare to work safely in the construction industry (White Card)

This unit of competency specifies the mandatory work health and safety training required prior to undertaking construction work. The unit requires the person to demonstrate personal awareness and knowledge of health and safety legislative requirements in order to work safely and prevent injury or harm to self and others. It covers identifying and orally reporting common construction hazards, understanding basic risk control measures, and identifying procedures for responding to potential incidents and emergencies. It also covers correctly selecting and fitting common personal protective equipment (PPE) used for construction work.

This course is mandatory for all persons accessing the rail corridor to perform construction, track or civil maintenance under supervision.

Core Units (TLI21315 Certificate II in Rail Infrastructure ) & Apply Track Fundamentals

While the units of competency provided in this course are nationally recognised by most railways in Australia, additional operator-specific inductions and training may need to be completed before working on individual rail networks.  This course provides the foundational competencies required for many rail labouring, plant, and equipment contractor roles on most Australian railway networks.

  • 1 day face to face assessment ( 8 hours)

Track Machine Operator (HI-RAIL)

TMO is a safeworking qualification previously known as Hi-rail.

Track Machine Operator Medium/Heavy Requires the skills and knowledge to travel a medium or heavy self-propelled track vehicle on a rail network in accordance with the network owner’s policies and procedures

Track Machine Operator Light Requires the skills and knowledge to propel and operate light on-track equipment. Light on-track equipment is considered to be less than 10 tonnes that may be lifted on or off track mechanically.

While the units of competency provided in this course are nationally recognised by most railways in Australia, additional operator-specific inductions and training may need to be completed before operating a Hi-Rail on individual rail networks.

If necessary assessment resources (Vehicle and track) are not provided by the client at time of assessment, participant is required to complete a logbook ( for a period of 6 months) who is signed by a supervisor who holds the selected unit.  Logbook must be submitted to CERT prior to assessment in One on One practical at client site.

  • Read and understand work safety signs and symbols
  • Read and understand workplace policies and procedures
  • Communicate identified hazards
  • Completion of necessary workplace documentation

Practical assessment will be completed after face to face training if suitable Vehicle (light, medium or heavy vehicle, as selected) and assessment conditions ( access to track) if available.  Participants are required to supply own vehicle necessary for assessment requirements, and provide access to suitable track ( if not provided by CERT)

On Job Workbook: The On Job Workbook covers all practical aspects related to the job and reflects your training. Your workbook needs to be completed over a range of time and variables, this needs to be signed off by an already qualified Track Machine Operator. Must be able to provide evidence from the person (must hold at least the minimum qualification of those being signed off) who has signed the on the On Job Workbook, IE: photo copy of COC and driver’s licence.

Competency Assessment: The final Assessment is one on one and requires a Hi-rail vehicle; you will need to demonstrate your knowledge gained through both theory and practical training. The Hi-rail Vehicle you bring on the day will be classified on your card as Light, Medium or Heavy, and this will be noted on your card

Protection Officer Level 2 (PO2 - TOA)

This course is designed for workers who are required to perform the role of a Protection Officer level 2 to implement a Track Occupancy Authority (TOA) as a means of protection to a worksite. It includes preparing for a TOA, cancelling or fulfilling a TOA and managing unsafe situations or emergencies.

The unit includes the application of Rail Infrastructure Manager rules, procedures and protocols for rail safety but does not include the implementation of worksite protection.

  • Operate multiple worksites within a Track Occupancy Authority.

Recertification

 

The enterprise qualification (QR3.11) is valid for three years. Once the qualification is due to expire, students must submit evidence of mentoring session and job tasks for recertification.

 If recertification not completed prior to expiry date, or insufficient evidence is provided, participant will be required to complete full time program.

Entry Requirements (including LLN)

There are no performance or knowledge-based pre-requisites or other entry requirements for the program. In addition, no licensing, legislative or certification requirements apply to this qualification.

Participants will undergo an LLN assessment at the commencement of the course.  This course requires participants to have literacy, language and numeracy levels to be able to:

  • Communicate worksite protection plan briefing
  • Follow workplace policies, procedures, rules and protocols
  • Follow legislative requirements
  • Working within timeframes
  • Conduct and document risk assessment
  • Recording / reporting emergencies / incidents

Assessments

 

Participants will be assessed via:

  • Written questions (open book). 
  • Mentoring process in the field (log book)  conducted by an approved Queensland Rail Mentor.  This assessment consists of 8 mentoring tasks
  • One on One Practical Assessment

*The one on one practical assessment will only be conducted once   submission and successful outcome of all eight (8)  mentoring tasks .

TLI21315 - Certificate II in Rail Infrastructure

This is a general qualification for a person engaged in basic operations within the rail infrastructure environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes.

CERT routinely provides this training to existing rail infrastructure workers, however programs designed for new entrants to the industry including trainees and job seekers are available.

Job roles and titles vary across different sectors. Possible job titles relevant to this qualification include:

Duration

The duration of training and assessment for this course is dependent on participant details.  Existing Rail Infrastructure Workers and persons with existing skills and knowledge will require less training prior to assessment in line with Australian competency-based-training principles.

For new entrants with no previous skills and knowledge the course is typically run over 10 weeks fulltime, however the duration is dependent on a number of factors, including the electives chosen, mode of delivery, assessment approach and individual participant needs.

The inclusion of work-based and self-paced learning modes will also vary duration.

Recertification

 

3 years – field assessment of monitoring events maintained.  

If recertification is not completed within the 3 year period, full retraining is required

Entry Requirements (including LLN)

  • Read and understand workplace documents including manufacturers’ or workplace procedures, policies, procedures and legislation.
  • Effective spoken English to communicate and work effectively with others and understand work instructions.
  • Complete workplace forms and documents and respond to workplace signs.
  • Additional LLN requirements will be determined, pending on elective units selected.

Delivery

Delivery is conducted via a combination of both :

  • Classroom based facilitated training
  • On the job training
  • Self paced learning

Recognition of Prior Learning (RPL) is available for suitable candidates

Assessments

 

At the completion of the training course, participants will be assessed via:

  • Written theory assessment ( classroom based)
  • Written theory assessment ( outside of classroom hours)
  • Practical on the job assessment
