TLIF2080 Safely Access The Rail Corridor

This course is recognised by Metro Trains Melbourne, V/Line, and ARTC in Victoria.

This course includes the Metro Trains Melbourne – Safety and Environmental Induction. To work on the V/Line or ARTC network, the Contractor Induction (available online, free) must also be completed.

The unit of competency is a requirement for all persons working in track and civil roles (specifically track construction and maintenance) in addition to the TLI21315 Certificate II in Rail Infrastructure core units and TLIF2080 Safely access the rail corridor.

Content

The Victorian Track Safety Awareness - Level 1 course provides skills and knowledge required by all staff and contractors working in the rail corridor under supervision. This course is suitable for individuals who are new to rail.

$225.00 per participant for Train Track Safety Awareness + MSEI (Metro Safety and Environmental Induction) only

$525.00 per participant if you wish to undertake both the CAT 3 Rail Medical and the TTSA course with CERT
(Medicals are conducted by Company Medical Services)

Entry Requirements

  • 100 Points of Identification (including at least one piece of photo identification) on the day
  • Closed-toe footwear only (no thongs or sandals)
  • Please advise if you have any language, literacy, or numeracy needs; or difficulties reading, writing, or speaking English
  • There are no prerequisite units for this course
  • A medical is not required to sit the course, but must be completed before going on track*

* At a minimum, a Category 3 Rail Medical must be completed as well as this course to gain access to the rail corridor under supervision in Victoria. (Medicals are conducted by Company Medical Services)

Upon Completion

On successfully completion of this course new learners receive a

  • Statement of Attainment that lists the nationally recognised unit of competency TLIF2080 Safely access the rail corridor
  • Certificate that lists the VIC Level 1 Train Track Safety Awareness and Metro Trains Melbourne Safety and Environmental Induction.

This course provides the foundational unit of competency required by all roles across most Australian rail networks; it also provides the Metro Trains Melbourne Safety and Environmental Induction and other knowledge specific to Victorian rail networks.

On successful completion of this course, learners are eligible to enrol in:

  • TLI21315 Certificate II in Rail Infrastructure – Core Units.

If high-risk work tickets, certifications, or licences are also held, completion of this course, a category 3 medical, and a Construction Industry ‘White Card’ (CPCCWHS1001 Prepare to Work Safely in the Construction Industry) will allow the learner to work across a number of trade (plumber, carpenter, formworker, etc.) and plant operation roles in the rail corridor.

TLI21315 Certificate II in Rail Infrastructure – Core Units

While the units of competency provided in this course are nationally recognised by most railways in Australia, additional operator-specific inductions and training may need to be completed before working on individual rail networks.

Content

The TLI21315 Certificate II in Rail Infrastructure – Core Units course provides seven of the core units of competency from TLI21315 Certificate II in Rail Infrastructure.

This course provides the foundational competencies required for many rail labouring, plant, and equipment contractor roles on most Australian railway networks.

The eighth core unit, TLIF2080 Safely access the rail corridor is gained through the  Train Track Safety Awareness course.

Some operators also require you to hold the unit TLIB2085 Apply Track Fundamentals. This is gained through completing the Apply Track Fundamentals course.

Minimum of 2 days; maximum of six months to complete practical assessments.

Candidates must be able to read and write to a moderate level in English and be physically fit to handle and operate small tools/machinery.

Upon Completion

Students who successfully complete all requirements of this course will be awarded a Statement of Attainment that lists:

Core:

  • TLIB1028 Maintain and use hand tools
  • TLID1001 Shift materials safely using manual handling methods
  • TLIE1003 Participate in basic workplace communications
  • TLIF1001 Follow OHS procedures
  • TLIU2008 Apply environmental procedures to rail infrastructure
  • TLIF2010 Apply fatigue management strategies

Elective:

  • TLIW2010 Operate under track protection rules

Can be either classroom-based sessions (two days) or correspondence method or distance learning.

Delivered in English

Assessment Type

Written theory assessments (open book) are completed during the classroom sessions; or can be completed at home if following the correspondence method.

Once the theory assessments are complete, learners must contact CERT to book the practical.

Practical assessments are conducted one-on-one with a trainer at our Brooklyn facility.

TLIB2085 Apply track fundamentals is a unit of competency from the Certificate II in Rail Infrastructure.

In addition to the Train Track Safety Awareness unit TLIF2080 Safely Access the Rail Corridor and the TLI21315 Certificate II in Rail Infrastructure core units, it is required by all persons working in track and civil roles (specifically track construction and maintenance).

Road-Rail Plant Operator

Road-Rail Plant Operator

Network

TLIC3045, TLIC2054 and TLIC2058 or TLIC2059 are nationally recognised units and are mandatory units for the following roles from the ARA Infrastructure Matrix.

  • Rail Bound Plant Operator
  • Road-Rail Plant Operator

These units are applicable in Victoria under one of the two listed national roles and for V/Line and ARTC this same course satisfies the Safeworking TVO requirements to travel on these networks. However, for MTM you must hold MTM’s TVO Role and this course is only delivered by Metro. Contact metroacademy@metrotrains.com.au for further information.

Content

The Rail-Road Plant Operator course provides the skills and knowledge required to operate road vehicles (trucks, excavators, utes) fitted with rail guidance; it includes the placing of the vehicle on and off the track; and the procedures for seeking permission to put it on or off track within a defined worksite (occupation or possession).

For those wishing to travel on MTM’s network, must attend MTM’s proprietary TVO course delivered by Metro. Contact metroacademy@metrotrains.com.au for further information

These units of competency have various periods of currency, determined by individual rail networks and the role that the learner will be working in.

Pathways

This course provides the foundational units of competency required to operate hi-rail equipped road/rail vehicles on most Australian rail networks.

Further training in Safeworking units and roles is required if the learner wishes to operate a road-rail vehicle outside of a defined worksite (on main lines/under own protection).

TLI21315 - Certificate in Rail Infrastructure

Qualification Code and Name

TLI21315 - Certificate II in Rail Infrastructure

Overview

This is a general qualification for a person engaged in basic operations within the rail infrastructure environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes.

CERT routinely provides this training to existing rail infrastructure workers, however programs designed for new entrants to the industry including trainees and job seekers are available.

Duration

The duration of training and assessment for this course is dependent on participant details.  Existing Rail Infrastructure Workers and persons with existing skills and knowledge will require less training prior to assessment in line with Australian competency-based-training principles.

For new entrants with no previous skills and knowledge the course is typically run over 10 weeks fulltime, however the duration is dependent on a number of factors, including the electives chosen, mode of delivery, assessment approach and individual participant needs.

The inclusion of work-based and self-paced learning modes will also vary duration.

This course is available nationally at CERT’s training facilities or can be offered on-site for workplace applications. Please contact your local CERT office to determine a suitable location.

Type(s) of Assessment

  • Written theory assessment
  • Practical on the job assessment

Written assessments may be completed both in class as well as in participants’ own time.  The timeframes for completion of assessments will vary from 8 to 40 hours dependant on the selected duration and method of course completion.

Delivery Methods

  • Classroom and work-based delivery options are available.
  • Recognition of Prior Learning (RPL) is available for suitable candidates.

Entry Requirements

There are no entry requirements for this qualification, however to apply the skills and knowledge associated with performance on the job, students must be able to:

  • Read and understand workplace documents including manufacturers’ or workplace procedures, policies, procedures and legislation. 
  • Effective spoken English to communicate and work effectively with others and understand work instructions.
  • Complete workplace forms and documents and respond to workplace signs.

Students will be required to complete a Literacy, Language and Numeracy assessment at the commencement of the course and CERT can assist individuals with learning needs and support.

Nationally Accredited?

Yes. Upon successful completion of all training and assessments, a nationally recognised qualification will be issued.  Where students do not complete all 16 units successfully, a Statement of Attainment will be issued, listing the units they have successfully completed.
